Why does Search Console say a submitted URL is noindex when the live test says it can be indexed?

That usually means Google’s saved crawl found a noindex directive, but the page has since changed. The Page Indexing report and the normal URL Inspection result describe Google’s indexed version, while Live Test fetches what’s there right now. Check the crawl date, then compare the indexed and live details—especially the HTML and HTTP headers—for a meta robots tag or X-Robots-Tag that may be coming from a template, plugin, CDN, or a different response for Googlebot. If the live test says indexing is allowed and you really want the page indexed, request indexing and give Google time to recrawl; a live pass is a good sign, not a guarantee of inclusion.
