Does Cloudflare cache the same query parameters in different orders as separate entries on the free plan?

Yep — by default, Cloudflare treats URLs with the same query parameters in a different order as different cache entries, as long as the response is actually cacheable and you haven't changed the cache key. So `?color=red&size=m` and `?size=m&color=red` can split your cache on Free too. If parameter order is meaningless for that endpoint, turn on **Sort query string** in a Cache Rule to normalize the order before the cache lookup; Cloudflare lists that cache-key option as available on Free. Test it first, though. Some apps use repeated parameters or order-sensitive query strings, and sorting those can change how the origin behaves.
